BACKGROUND/ RATIONALE: The Cathedral of Worship Immanuel Ministries, Inc. (COWIM) is an independent organization or society to bring people to the knowledge and worship of Jesus Christ. It was recognized by the Philippine government in 2012 through Security Exchange Commission (SEC) with a license number CN201233294. The following are the Vision, Mission, Goal, Objectives (VMGO), and Purpose of the organization: Vision: WIN SOULS AND MAKE DISCIPLES (Matthew 28: 18-20) Mission: Transforming People to Become True Sons and Daughters of God and Usher them Unto Salvation (2 Corinthians 6:18, Acts 4:12) Goal: A church with revival leaders produces great spiritual revival leaders (Ephesians 5:1) Objectives: Preach the Gospel to all nations so that many people will be saved and to be in his kingdom. To establish God’s Great Commission (Matthew 28: 18-20) Purpose: Passion for God and Compassion for People (Mark 12: 30-31) Specifically, the purpose of the organization is to (1) bring the people who were so loved and created by God in His own image and likeness to the knowledge and worship of the Lord Jesus Christ, (2) to be a biblically functioning community of believers impacting the country and the world, (3) to exalt the Lord, to edify the Lord’s people and evangelize the lost. The COWIM ministry/ organization was established by Pastor Joel C. Reyes together with his wife Pastor Doname A. Reyes year 2009 at Barangay Alunan, Quezon, Isabela, Philippines. They evangelized the people in this place starting with at least two families. And now, the number of members getting bigger and larger until the organization became a well-known group of people who truly love revival and God’s manifestation through the manifest power of the Holy Spirit. Pastor Joel and Pastor Doname Reyes started to strengthen and widen their vision in the ministry. The year 2012, when a hit of revival came into their life. A year of new change and fulfilling God’s dream. By God’s grace, they founded another ministry known as “Isabela Outpouring”. This ministry is a network of Pastors and believers who are revival-loving and spiritually thirsty for the new and fresh move of the Holy Spirit. This is a unique ministry of God entrusted to their life. They experienced how God moved miraculously through their life. Many young people and unbelievers were saved through their initiative program such as Conferences leading into Revival, Healing, and Miracle Platform that was conducted yearly since 2012. The year 2018 when they change the name of the group from “Isabela Outpouring” to “Global Outpouring Revival Ministry” because of their connection to the different Christian leaders and revivalists outside the country. Year after year, many believers and young people got in love and involved in the revival movement where God is powerfully moved through evangelism, signs and wonders, healing, and miracles. The District V of Isabela Province composes of eight (8) municipalities- Aurora, Burgos, Luna, Mallig, Quezon, Quirino, Roxas, and San Manuel. Within this area, there are no existing established Gospel Training Center cum Bible School. However, based on further assessment, there is a pressing need to establish a Training Center cum Bible School in the region due to the increasing number of believers who truly loved to attend Revival Conferences and other Discipleship Training Programs. Likewise, other provinces such as Kalinga and Ifugao are the two provinces adjunct to the area and it is possible to extend its uses to these two provinces due to the further connection that they have.
OBJECTIVES: Generally, the objective of this project is to establish a Gospel Training Center cum Bible School for all the Christian believers in the Province of Isabela. Specifically, it aims to:
- be a conducive place of learning through conferences and training programs.
- be a Revival, Evangelism, and Discipleship training center and Bible School for Bible Students in the province
- be a free transient accommodation to all the missionaries during their visit and ministerial work in the province.
PROJECT COMPONENT: Looking forward to this need, this paper will give a general eye-view of the vision. This project has already a land area of 750 square meters which is ready to use. Furthermore, an initial building which is the first floor was already established. Moreover, the first floor will still need a basic renovation (see attached building plan) to make the building more presentable and usable as well. This will be a two-story building. The said project building will be used as follows: on the first floor, it will serve as (1) a Free transient room for missionaries (2) a Pastoral house (3) a Living Room for Bible School students, and (4) an Administrative office. And for the second floor, will serve as (1) a Training or Conference Center for every Christian occasion (2) a Learning Room for Bible School Students (3) a Place of worship and Revival Center in the province of Isabela/ (Please see the building plan at the end of this paper)
PROJECT MANAGEMENT The project will be headed by Pastor Joel C. Reyes who serves as a Bible School President and Pastor Doname Reyes as Bible School Administrator. Pastor Joel Reyes is currently the COWIM President and also a founder/ Chairman and Vision-Keeper of the Global Outpouring (G.O.) Revival Ministry while Pastor Doname Reyes is presently an Associate Minister of COWIM and Vice-Chairman of G.O. Revival Ministry. Furthermore, she is also currently a college teacher at Isabela State University. With Pastor Joel's thorough experience in the field of God’s vineyard for 25 years, he is able to handle the project and even extend its uses by God’s glory. Furthermore, with the hard-working experienced of Pastor Doname Reyes in the academe, she was able to administer the Bible School with passion and Godly ways.
STRATEGIES OF IMPLEMENTATION With regards to its strategies implementation, there is a need to raise a fund to build this project through donations and offerings. Anyone who has the heart to extend God’s Kingdom through this ministry is very much welcome. This building is very much necessary to be a pillar of believers, a conducive place of learning to those who are willing to learn more. This building will also serve as free accommodation to those missionary or pastor and believers of Christ who wants to visit the province of Isabela. The completion of the project may take one to two years depending upon the arrival of the budget solicited from brethren in Christ. Therefore, it will build up in phases. Additionally, the administrator has an initial budget for this project as a counterpart. We are still praying and believing that more brethren in Christ have the heart to extend their helping hands so that many of our Christian believers will be trained in the Kingdom of God and this will serve as a legacy to the next generation.
