Placement Fee to Work Abroad

i applied in agency to work abroad in kuwait as a hotel staff.
and i got hired the employer offered me 250 kuwait dinar, but the problem is the agency want me to pay the placement fee 1 month salary. i asked if i can pay it for salary deduction but they say i must pay the placement fee by cash. i cannot afford to pay that much my mom is sick and we are 5 siblings and i'm the eldest i can't pay my placement fee due to financial problem. please help me i dont wanna loss the opportunity and i need to work abroad to support my family, my sisters studying i need to support them for their education expenses.
