Homeless for 7 years in the Philippines

Hi everyone.

I know this man for almost 3 years, He has been homeless in the streets of the Philippines struggling with disabilities.
I am trying to get him some help, A place to live and food.

He is not a begger, He has a list he made of all the places that he got help from to eat food with their names to pay them back one day.

I try to help as much as I can,. I contacted the German Embassy and they are telling me that he should contact them in order to get help but he doesn't want to hear about them and doesn't understand the concept of paperwork and documents.

I think he has down syndrome or some type of mental disability. He is very respectful,. Sweet and has a good sense of humor.

Last time I checked up on him he was sleeping on the stairs talking to himself. He really needs HELP ASAP.
